Travelling to areas of safety can be hazardous and sometimes impossible and coordinating any evacuation plan can be hampered by embassy staff not knowing the location of their most vulnerable staff. More often than not, mobile phone networks are overwhelmed or intentionally switched off and no other means of communication or central oversight on the part of the government agency are available. In these situations, command, control and communications are a critical issue.
